Every beneficiary to get pension at doorstep in Punjab


Chandigarh: In a bid to provide old age pension to beneficiaries at the doorstep, the Punjab Government has decided to adopt a pension distribution system through reputed national banks for the entire state. A decision to this effect was taken by Chief Minister Parkash Singh Badal during a high-level meeting held here recently, an official spokesman said. While reviewing the present system of old age pensions and Shagans disbursement, Badal directed the Principal Secretary Social Security and Women and Child Development to again tie-up with reputed national banks immediately for streamlining the pensions disbursement system and facilitate beneficiaries in the state to get old age pension at their doorsteps. It was informed in the meeting that at present there were about 19,77,000 beneficiaries under this pension scheme, the spokesman said. The department had cleared the pendency in ten districts by disbursing Rs 20 crore. The state Government would also disburse Rs 9 crore under Shagan Scheme by the end of July 2012.

Ensure a life of dignity for the aged: Pranab


New Delhi: President Pranab Mukherjee on October 1st called for measures to enable the elderly to lead a life of “dignity.” Speaking at a function organised by HelpAge India to mark the International Day of Older Persons, Mr. Mukherjee expressed concern over the growing neglect and abuse of seniors in the country. Mr. Mukherjee said: “I have to confess my deep alarm and dismay in this context over the findings of the 20 city survey conducted by HelpAge which reveals that one out of three elders have faced abuse. It is even more shocking to learn that those surveyed describe their sons and daughters-in-law as the primary abusers. Many report such abuse as having continued for more than five years and most do not complain to anyone in order to uphold family honour.”
The President pointed to the withering away of family values and expressed hope that the shocking revelations about elderly abuse would serve as a warning. “We must do everything possible to ensure that our elders can live a life of dignity, enjoying the best of medical attention, economic security as well as emotional stability. Our culture, history, traditions, religion and philosophy all enjoin us to respect our elders and to fill their lives with abundant love and affection.” To the nation, with a very large young population, the President’s message included a reminder, “…India is what it is today because of the contributions made by our elders in their youth. If those hands steadied you when you learned to walk, then you need to support them when they need help and hope there will be others who will do the same for you when you grow old.”
“It’s just another phase”: “Society and the government should be sensitised to the fact that old age is just another phase of life with its special needs and characteristics just like childhood and youth,” the President said, adding that efforts should be made to provide health care and economic security to the aged. “The real challenges that lie in the field of health security are accessibility and affordability of medical health facilities. The elderly require special geriatric care… their medical expenses increases with age whereas their income decreases or remains static. Private hospitals are reluctant to provide concessions to the elderly and insurance companies unwilling to insure the elderly,” he said.
“Proud to be an elder”: Earlier, the President made a reference to his own age and urged the elderly to refrain from thinking of old age as an inhibitor. “I turn 77 a few months from now. Our honourable Prime Minister has just celebrated his 80th birthday. Ms. Lata Mangeshkar celebrated her 83rd birthday a few days back. Justice V.R. Krishna Iyer is going strong at the age of 97, intellectually vibrant and deeply concerned about the welfare and progress of our nation. Many more illustrious persons can be added to this list, but I stop here… There is in this audience and all around us a large number of elders who are making extremely valuable contributions to our country and to our society. I salute them and am proud to be one of them, an ‘elder’ leading a productive and fruitful life.”
The President said with advancement of medical science and technology, age is by no means a disabling factor. Quoting W. Somerset Maugham and Henry Wadsworth Longfellow, the President encouraged the elderly “to get out of a ‘retirement mentality’ and think about old age as a second innings.”

Court advocates death penalty for crimes against elderly


New Delhi: Advocating death penalty for crimes against senior citizens which have acquired “epidemic” proportions, a Delhi court has said the law must change with passage of time and the Parliamentarians should enhance punishment to teach a lesson to the offenders. Citing legislative steps to provide stricter punishment for sexual offences, Additional Sessions Judge Narinder Kumar said lawmakers should provide for capital punishment in cases where senior citizens are robbed and looted.
“If present remedy to prevent or curb the crime is inadequate, concerned authorities have to ponder over for a better remedy. Even a doctor would enhance the dose of the drug to provide relief to his patient. After all, epidemics require urgent and serious remedies,” the judge said while sentencing two youths Sunil Kumar and Arjun Sharma to 10 years in jail for robbing a 70-year-old woman at knife point after trespassing her house. “Having regard to gravity of nature of sexual offences, Legislature has taken steps to provide for stricter punishments for the criminals.
“This court feels that our wise representatives in the Parliament should provide for capital punishment of death in such cases also where senior citizens are the victims, so as to teach a lesson to the offenders and to deter others from indulging in crime against senior citizens,” the court said.
The judge lamented that senior citizens are being targeted by criminals day and night and it cannot be said that they are fully safe. “State is duty bound to ensure their safety,” he underlined and deplored the rising crimes against elderlies as being an “epidemic which require urgent and serious remedies”.

CM removes ceiling on SSP scheme


BANGALORE: Bowing to pressure from the BJP legislators and social groups, Chief Minister DV Sadananda Gowda has decided to remove the ceiling on accepting fresh applications for various categories under Social Security Pensions (SSP), including Old-age and Sandhya Suraksha Pension Schemes. According to official sources, the CM after a meeting with high-level officials of Revenue and Social Welfare Departments took the decision. Speaking to Express, Principal Secretary, Revenue Department, Ashok Kumar C Manoli confirmed the government’s decision to remove the cap.
Earlier, the government had fixed the ceiling on disbursement to SSP schemes based on population to avoid inflation and burden on state exchequer. Earlier the number of fresh applications to be received from the 30 districts covering the four SSP categories was restricted to 1.01 lakh. The state has spent over Rs 2,302 crore during 2011-12 on SSP for over 41 lakh beneficiaries. Revenue Department officials said 10 lakh ineligible and bogus beneficiaries under old-age, destitute women, Sandhya Suraksha and specially-abled people categories were deleted since February 2011.“An average of `175 crore is being spent by the government every month towards the disbursal of the SSP,” sources said.
The sources informed the number of ineligible and bogus names were removed from the SSP lists included 1.23 lakh (OAP), 1.91 lakh (SSP), 1.15 lakh (DWP) and 8,5000 from the list of the specially-abled beneficiaries. In April, 6.89 lakh beneficiaries remained as old-age pensioners, 12.22 lakh as Sandhya Suraksha pensioners, 10.53 lakh destitute women pensioners and 6.05 lakh specially-abled pensioners. The Sandhya Suraksha Scheme was launched to support people in the age group of 60-80 years. The ones deserted by their wards will be totally taken care by the government. These beneficiaries will get Rs 500 every month. The government disbursed about Rs 760 crore during 2011-12 for the SSP, which is totally a state scheme, the sources said.

Department for elders’ welfare soon: Chandy


Thiruvananthapuram (Kerala): Chief Minister Oomman Chandy has said that steps would be taken to establish a separate state department for the welfare of the elderly before December. He inaugurated the 12th National Conference of the All India Senior Citizens Confederation here at the RDR Auditorium, Edapazhanji on November 2nd.
He further said that the state government would formulate state policy on elders. He made an appeal to the senior citizens to participate in social service activities during their retired life. “The government is planning to utilize the experience, wisdom and services of senior citizens for the benefit of the society.  The state government has been taking necessary steps to distribute free generic medicines to all the patients in government hospitals” he added.
Minister for Panchayat and Social Welfare, Dr. MK Muneer, addressing the meeting, said that the government has been striving to provide social security to the senior citizens and to setup department for elder’s welfare in the state. “Government will commence Help Lines and websites for the benefit of the senior citizens. The state government is also thinking to extend the services of the Anganwadi workers to the elders at the gross root level” said the minister.
Addressing the meeting, CPI Parliament Member, MP Achyuthan opined that the welfare of the senior citizens should become an agenda of every political party.  RSP general secretary, TJ Chandrachudan, chairman Oushadhi and ex-MLA Johny Nellor and other prominent persons participated in the meeting.

200 winter allowance


BHUBANESWAR: The state government recently said beneficiaries of old-age pension, widow pension and physical disability allowances will get Rs 200 per annum as assistance for warm clothes. The allowance will be doled out during payment of monthly pension or allowance on December 15.
Chief minister Naveen Patnaik issued the direction in this regard to the officials concerned. This government's decision will benefit about 27 lakh old age person, six lakh widow and four lakh physical disabled persons in the state and cost Rs 74 crore to the state exchequer per annum, the release added.

2nd Annual Conference of Delhi Confederation


New Delhi:Confederation of Senior Citizens Associations of Delhi (an umbrella body of 11 lakhs Senior Citizens) organized 2nd Annual Conference on 3rd May at Azad Bhawan Auditorium, New Delhi in which more than 550 Senior Citizens participated after coming from different parts of Delhi. Chief guest was Shrimati Shiela Dixit, Chief Minister of Delhi, Guests of honour were Dr. A.K. Jagessur, Mauritius High Commissioner, Dr. Suresh K Goel, Director General, ICCR and Shri Mathew Cherion, CEO, Helpage India.
While welcoming Chief Guest, Chairperson of the Confederation JR Gupta presented a charter of demands to Chief Minister of Delhi which includes issue of Senior Citizen cards by Delhi Govt. like Maharashtra Govt. and Andhra Govt., State Commission for Senior Citizens, recreational centres at each and every Municipal ward, special health security to 80 plus Senior Citizen, nomination of Confederation in State Council for Senior Citizens. Enhanced monthly old age pension of Rs.1,500 needs to be extended for Senior Citizens between age of 60 and 69 years, Medical reimbursement of Rs.1,000 per month to BPL Senior Citizens in addition to Monthly Old Age Pension like Goa government, inclusion of Social Welfare department in Citizen's Charter, free travelling in DTC buses by Senior Citizens at the age of 65 and above like Union Territory of Chandigarh, increase of 1 time recreation grant from Rs.75,000.00 to Rs.100000.00 and monthly grant from Rs.20,000.00 to Rs.30,000.00 for organizing day to day activities and inclusion of physical/emotional torture abuse cases in the maintenance and welfare of parents and Senior Citizens Act 2007.
Shri JR Gupta also brought to the notice of Chief Guest pilgrimage journey scheme recently introduce by Madhya Pradesh Govt. for their Senior Citizens at the age of 65 and above by which they have been allowed to visit religious places like Badrinath, Kedarnath, Pori, Dwarka, Amarnath, Vaishno Devi, Kashi, Tirupati, Shirdi, Gaya, Rameshwaram, Ajmer Sharif, Amritsar and Sammadh Shikhar. Each Senior Citizen has been allowed to take 1 attendant with him and the amount of Pilgrimage journey would be reimbursed by the Dept. of Religious Trusts of MP Govt. Shri Gupta requested Chief Minister to announce this scheme in Delhi also.
Shrimati Shiela Dixit appreciated a number of initiatives taken by the Confederation particularly its Chairperson JR Gupta for the cause and care of elderly particularly protecting lonely Senior Citizens from abuses/humiliations at the hands of their own children and others. Shrimati Sheila Dixit assured that their demands would be considered by Delhi Govt. by inviting a delegation of Confederation members within a period of 10-12 days.
Dr.AK Jagessur, Mauritius High Commissioner thanked Shri JR Gupta, Chairperson of the Confederation and highlighted the number of schemes being launched to Senior Citizens by Mauritius Govt. He further mentioned that their is already a MOU between both the Council at Delhi and Mauritius for exchange of views of groups of elderly of both the countries on reciprocal basis.
Shri Mathew Cherion, CEO, Helpage India launched advantage card for Senior Citizens and appreciated working of Confederation and Helpage India for the Cause and care of elderly jointly. Dr. Suresh K Goel, Director General, ICCR inaugurated Kavi Samelan and placed on record that Senior Citizens Council of Delhi has been associated with the ICCR for the last so many years for promoting art and culture among Senior Citizens. Eminent poets Sarv Shri Rajesh Chetan, Dinesh Raghuvanshi and Suraj PAl recited so many poems which were appreciated by all present. On this occassion, eminent singer and TV artists Mrs. Anima Sinha recited bhajans which were also appreciated by all present. Shri Balbir Singh Yadav, Secretary General extended vote of thanks.
